The Hercules plant was developed in the early 20th century as part of the California powder factory's patented dynamite formulation. The small business town that emerged from this complex was incorporated at the end of 1900 and became known as Hercules. During this time, several new developments based on this plan began, including the Hercules Pumping Station, located on the north side of Highway 101, north of Interstate 5, and the new Hercules Airport.
The area is now largely developed, but some prehistoric sites have been discovered near the pipeline installation. These are considered to be particularly sensitive cultural assets in the region and are classified as "sensitive prehistoric resources" that are located in the area.
The remains of the prehistoric culture of Costanoan have been found in a number of archaeological sites that pile up along streams, wetlands and bays on the shore. We have learned a lot from those hills that were left behind in what is now the United States.
The coast of this area is located in the heart of Los Angeles County, California, north of San Francisco. The suburbs built in the 1970s and 1980s were mostly criss-crossed by Interstate 80, which stretched from the rolling hills of the Sierra Nevada to the California coast.
However, the lack of urbanization means that there is a possibility of cultural resources being available in this area. If an archaeologist determines that these resources are important, the promoter must follow the procedures described in Program 12a-2, which describes the archaeological sensitivity areas for the Los Angeles County Planning Department. If a cultural resource is located in an area that is not considered sensitive, all measures to manage the historical resource must be recommended by a qualified archaeologist. The archaeological map, drawn up in 1981 by the California archaeologists, identified the "archaeological sensitivities" and is on file in the planning department.

El Sobrante, also between Richmond and Pinole, is listed as a well-known archaeological site. This site was mentioned in the original pipeline for the study of cultural resources and is considered one of the "known archaeological sites" documented in the Contra Costa County master plan.
Hercules is also part of several regional nature reserves, including El Sobrante Nature Preserve and San Francisco Bay Area Nature Reserve.
The General Plan of the City of Hercules contains a set of guidelines and procedures for the conservation of local historical and archaeological resources. Protecting remarkable historical, archaeological and cultural sites from destruction and undertaking policies and processes to mitigate the impact of prehistoric, historical or cultural resources and to protect the cultural and historical heritage of the city.
The city has a negative, unallocated general fund, which means that Hercules has no reserves that are not already earmarked for one purpose or another. The City of Hercules and its Supervisory Board can provide audited financial reports in a timely manner.
In the 1970s, Hercules was one of the first cities in the United States to develop a comprehensive noise control plan. The experience of Hercules is also a testament to the risks the city took in its expansion. In 1850 Richmond was transformed from a gathering point for prehistoric natives into a "European settlement." Indian groups were unlucky when a stream of immigrants brought a diverse group of Indians to Western countries that were already occupied.
In the early years of Hercules, the council members were almost always officers of the Hercules Powder Company. The allotment process led to hostilities between Indians and the US government, which often ruined the country, which was one of the spiritual and cultural hotspots of the Indian era. Sometimes the federal government recognized Indians as self-governing communities with different cultural identities, but sometimes the government tried to force them to give up their cultural identity, abandon their country, and blend into "American" culture.
